Beyond formal diplomacy, CEO Chang has always believed in the power of connection—the idea that relationships, whether between nations or cities, are the foundation of progress. During his tenure at UNESCO, he championed cultural diplomacy, recognizing that cities are more than political entities; they are vibrant ecosystems of history, culture, and aspirations.

CEO Chang’s academic background reflects this global perspective. A graduate of Seoul National University in French Language and Literature, he pursued advanced studies in international administration and relations at prestigious institutions in Paris and the United States. Multilingual and culturally fluent, he has long believed in the power of dialogue to bridge even the most formidable divides.

At CityNet, CEO Chang aims to leverage his extensive experience in global urban and diplomatic affairs to foster collaboration among cities. In an era where urban challenges require cooperative and innovative solutions, he envisions his role as a connector—building bridges between cities to share knowledge, resources, and best practices for sustainable urban development.

We look forward to CEO Chang’s leadership as he guides CityNet toward a more connected and resilient urban future.
