In Loving Memory of Dato Lakhbir Singh Chahl (1937-2024)

In the CityNet community, he was more than just the founding Secretary-General of CityNet. 

“He was a remarkable mentor, advisor, and friend to so many who had the privilege of knowing him.”

It is with profound sadness that we announce the passing of Dato Lakhbir Singh Chahl on August 8, 2024. A towering figure in both the legal and civic spheres, Dato Lakhbir’s life was marked by his unwavering dedication to service, justice, and community. He was not only a distinguished advocate and lawyer, but also a remarkable mentor, advisor, and friend to so many who had the privilege of knowing him.

As the founding Secretary-General of CityNet from 1991 to 2009, Dato Lakhbir dedicated nearly two decades to building a network that championed the voices of local governments across the Asia-Pacific. Even after his tenure as Secretary-General, his commitment to CityNet remained unwavering as he continued to serve as a Special Advisor.

Dato Lakhbir represented CityNet at various United Nations agencies’ committees, including the Rio Summit (1992), the World Urban Forums in Vancouver (2006) and Nanjing (2008), and UN Habitat Summit in Istanbul (1996). His eloquence, wisdom, and integrity set a standard for the CityNet community that will resonate for years to come.

In Penang, Dato Lakhbir’s legacy extends beyond his legal accomplishments. As the longest-serving Secretary of the Penang Municipal Council, he was a devoted public servant who cared deeply for his community. A diplomat, a sportsman, and a guiding light, his contributions to society were as varied as they were impactful.

Dato Lakhbir’s passing is an irreplaceable loss to all who knew him, and his legacy will endure in the many lives he touched throughout his distinguished career. We at CityNet extend our heartfelt condolences to his family, friends, and loved ones during this difficult time.
